Public Common School Education is a State Responsibility: The State Washes Their Hands of Any Responsibility When Issuing Vouchers
The Ohio Constitution is very unequivocal about State responsibility; Article VI, section 2 states decisively that the State “shall secure a thorough and efficient system of common schools throughout the State.” Whether voucher recipients and fans like it or not, the Constitution clearly assigns the responsibility of public education to the State. State officials have set-up a scheme to avoid this responsibility by writing a check to parents. This is a violation of the Ohio Constitution.
