Rep. Adam Bird (OH 63) is leading the effort to amend the Ohio constitution to codify the newish voter ID law that’s already in place. See his comments here.

But the proposed joint resolution (shared by Rachel Coyle of How Things Work at The Ohio Statehouse — it has not been introduced yet at the time of writing) is more than just trying to put voter ID into the constitution. There is a single sentence at the end that paves the way for the legislature to limit voting to in-person voting on Election Day only: “nothing in this section requires the general assembly to pass laws allowing electors to vote in any location or manner other than at a polling place on the day of an election.”

If this proposed joint resolution gets 60 votes in the House and 20 in the Senate before August 5, we will see it on the ballot in November. There are 65 Republicans in the House and 24 Republican senators.
