SUBHB290-THE “BACKTRACK BILL” WOULD PROVIDE FOR A MASSIVE BUREAUCRACY IN THE STATE TREASURER’S OFFICE
No doubt tens of millions would be required to administer the Backtrack Bill. (It is interesting that the State Treasurer’s office is tapped to administer the Universal Voucher project, rather than the Ohio Department of Education.)
SubHB290 would require the State Treasurer to perform at least the following:
- Contract with an entity to establish educational savings accounts for students
- Execute contracts or other instruments for necessary goods and services
- Employ necessary personnel and engage private consultants, actuaries, etc., etc.
- Annually provide parents information regarding participating schools
- Determine a method for monitoring expenditures and set penalties for illegal expenditures
